     From October, 2015 through November, 2019, I sent open records requests to legislative incumbents. Initially, only Republicans were queried. They were asked for all citizen contacts they received about a particular issue or a proposed bill. I wanted to know whether citizens were demanding the bills that were being rushed through to passage.

    The contacts were tallied as either opposed or in favor of the bill. This project has tied those tallies to how the legislator voted on the bill in question. Most of the bills passed.

Why is it important?

   Many years ago, I heard a WI legislator remark that if he received 10 phone calls about a particular bill, he knew he'd better pay attention! One of the first set of responses I received back in the fall of 2015 showed that the senator had received 110 contacts in opposition and only 2 in favor of dismantling the Government Accountability Board (GAB). That discrepancy brought the remark back to me with considerable impact. I came away believing that I'd stumbled on something important. In a representative democracy, the influence of citizens on their elected officials is foundational. When that influence is ignored, citizens have a right to know it. My belief in that right continues to inspire me. It is the impetus for this project.

How do I see the data?

     Click on your SD Summary, and you'll find the total number of contacts received by the legislators in your district in response to multiple open records requests. You'll also find a link to each of the four district incumbents: the senator and three state assembly representatives. Alternatively, you can access any incumbent's record using the links to your right on this page.

     When you click on one of the four incumbents, you'll see two pages that list all of the issues/bills queried, how many contacts were opposed, how many contacts were in favor, and how the legislator voted on each of those issues/bills, and whether the bill passed. At the end of each incumbent's second page, you'll find contact information for the incumbent's opponent(s), if any.

How can I use this data?

  1. Use it as a guide as you decide for whom to vote.
  2. Use it to document how the incumbent responded to citizen input when you attend a town hall meeting, when you participate in a canvass in the district, or when you're with those who support the incumbent's opponent.
  3. Use it as a basis for letters to the editors of local media.

Is this data reliable?

      It is as reliable as one human being can make it. I depended upon the legislators I queried to send me all of their relevant records. Most of them appear to have done so; some clearly have not. I tallied all of the records myself for four out the five years that We the Irrelevant has existed.
